Rebuild bin/admin-dashboard for bulk recheck + IPs auto-refresh

Per docs/SETUP.md's documented build recipe. control-api/prober/
validator-agent are unaffected (only internal/dashboard changed) and keep
their existing hashes in bin/SHA256SUMS.
